The Ledger

Every rumor we log carries a reporter, a date and, eventually, an outcome: confirmed when the player actually moves within 30 days, denied when a later report knocks it down, expired when nothing happens. Accuracy is confirmed calls over closed calls. Until a reporter has five closed calls we show their starting tier instead of a measured number, and say so.
